One of the reasons why is because Musk fired the entire supercharger team. When Musk threw away that experience and expertise for no good reason it would always be the case that everything to do with Tesla chargers would take longer:
Europe picked their EV charging standards a decade ago. All EV makers, charging equipment manufacturers, and charging networks can build and deploy to the same standard. EV infrastructure is much further developed and interoperable in Europe because of that standardization.
North America will reach that basic level of EV charging interoperability eventually but it's still years away.
Another possible reason also mentioned in the article:
